I sort of fit that bill, except I'm not a developer of any plugins. I ran into 4 problems with TW. First, I couldn't resist customizing, when I should have been working (that may be personal quirk). Second, it seemed that one's work in TW was always vulnerable to the evolution of browsers, as David said in his email. Third, although internal to any TW all my notes were highly accessible, searching for content from outside was more difficult, because my main TW would show up in every search, forcing me to duplicate every search, once for computer as a whole, once for my notes TW. And if I had a TW for a course, again, same problem. This problem doesn't arise if every TW is on a narrow topic, but that defeats one of the purposes of having a notes application, which is to make connections across different domains. Fourth, images not being storable inside TW - this was an issue when working with Saq Imtiaz to develop a course notebook for students that would automatically sync with my instructor notebook yet at the same time permit them to annotate my slides with their own personal notes. The syncing and annotation worked (and my instructor notebook also had a slide presentation theme!), but images had to be transmitted and linked separately, by the student, which was impractical.
I have never found a good alternative, however. After I moved to a tag-based filing system, I decided to store my notes as text files accessed via NValt, stored on Dropbox so as to be accessible via mobile, which works ok, but lacks a lot of the functionality of TW. TW5 brought me back for a look and the node.js mode of operation is working well for me so far, because tiddlers are individual text files.
