Hi, I have no idea whether or not this is useful information for diagnosing the problem, but I'll mention it just in case: I can see the icon to enable saving when using Firefox in its normal mode, but can't see it when I'm using privacy mode (which I sometimes try when bug-hunting due to it being more stripped-down in some respects). I don't know why it should be different between those modes, and I don't know whether or not the thing preventing it from displaying in privacy mode is the same thing preventing other people from seeing it at all, but maybe it's relevant somehow.
