Oh, it looks like this is a problem caused by me being too familiar with what I am doing.
You need to make the file executable. To do this open a terminal (terminal.app) and navigate to where the file is and then type chmod +x ./tiddlyOSX.dms and then you should be able to double click on the file and open it.
