1. Yes, however building a set of tools and practices to support rapid and structured development is nessasary, it would also help to reduce maintenance costs later. 2. Yes, at least directly to the customer but not as shrink wrapped software yet in my view, however I don't think that is too far away.
There are great plusses to building solutions on open source, but not everyone understands the benefits or obligations.
