I was slightly puzzled about jQuery/TiddlyWiki duality of a "plugin"  
here,
so spoke to Martin and Fred. Our conclusion was a plugin maybe:

1) an existing or new jQuery plugin may be included into TiddlyWiki as- 
is.
    this is somewhat akin to including a .js file in your recipe, as per
    settings.js at the moment.

2) a jQuery plugin may depend upon TiddlyWiki symbols, in which case it
    can't be used in jQuery outside of TiddlyWiki

3) it /may/ be possible to write a TiddlyWiki plugin which provides
    jQuery functionality and optionally TiddlyWiki macros etc, by
    detecting if TiddlyWiki is present. Such plugins could be used
    in both environments.

I'd note:

a) Fred had an adverse reaction to (3) but it's possible, and
may in the end be a matter of style how people elect to structure
their plugins.

b) I'm aware Martin, Fred, Phil and Jeremy are discussing jQuery plugins
as I type, and I'd expect one of them to post their conclusions here!
