You'll see, that it works as you expect it, in terms of distance between
"paragraphs". .. Without the problem to produce 2 empty Ps.
The problem with empty html elements is, they are invisible .. sometimes
... but as soon as a user defines a CSS definition, that makes them
visible, you have a problem. ...The "misused" empty Ps are now visible, and
will completely confuse users. .. Because the plain text contains "no
content" lines. ... Why does the rendered HTML show something ...
eg:
<p>paragraph 1</p>
<p></p>
<p></p>
<p>paragraph 2</p>
<p>paragraph 3</p>
There is nothing *visible* in between paragraph 1 and 2 at first ... BUT in
reality there is. Now try this:

}

<p>paragraph 1</p>
<p></p>
<p></p>
<p>paragraph 2</p>
<p>paragraph 3</p>

You will immediately see, that the Ps look completely ugly. ... And look
how clean the tick configuration is.
You'll also see, that the TW UI in the right sidebar has a P problem. It
makes styling of the UI elements extremely unpleasant for theme authors.
Because there are a lot of elements, that shouldn't be there at all.
So misusing Ps isn't a way to go. .. I can't. It produces a lot of
maintenance and support requests in the future. .. And it isn't necessary
as you can see.
I did adjust the toolbar buttons that their behaviour fits the parser
rules.
I need to read your post again, to see, if I've missed something.... But I
don't think so.
