I'll let Brian speak for himself, but given that the TigerVNC Java
viewer shares a lot of code with the soon-to-be-released TurboVNC Java
Viewer 1.2 (which Brian contributed a great deal to as well), upgrading
the Java portion of TigerVNC to GPL v3 is likely to create problems.
There is a great deal of cross-pollination between the code bases in
terms of bug fixes and even some features that I've developed in
TurboVNC that have made their way back into TigerVNC via Brian's work.
It's a two-way street-- I've ported some of TigerVNC's code as well,
including the flow control extensions. Both projects benefit from this
kind of technology exchange, and I don't want to see it hampered.

My basic opinion of GPL v3 has not changed since we discussed this
previously:
https://sourceforge.net/mailarchive/message.php?msg_id=21715371

In a nutshell: most of the VNC code bases are still GPL v2, and thus
upgrading TigerVNC to GPL v3 has a lot of downside (eliminating the
ability to easily cross-pollinate with other VNC code bases) with little
discernible upside. Personally, I think you're interested in upgrading
just for the sake of upgrading, and so far, a solid case has not been
presented for the advantages of GPL v3.
