I think we have a situation where there are a few difficult tilesets in the queue, then a lot of really easy ones. The first client to hit the really easy ones gets them all done in record-time (or about 50), dumps them to the upload queue, but that is not processed fast enough so the server thinks it's the client's fault for not returning those tilesets.
