The first client to hit the really easy ones gets them all done in record-time (or about 50), dumps them to the upload queue, but that is not processed fast enough so the server thinks it's the client's fault for not returning those tilesets.
The fix could be two-fold.* Implement some "X Strikes and you're out" like we do with other errors on the client
