While I agree that the server could keep the list and change it, do note that the whole osmarender thing was also designed to render stuff offline and distributed without the need for any server. That's why a distributed oceantiles.dat exists after all. People need to be able to render "./tilesGen.pl xy 123 234" without relying on the server being reachable. I am more than happy to receive suggestions on how this should be handled in a better way.
