Well, I believe it once was functional, but it is of course prone to error and 
abuse. Everyone pressing the right button will change the designation of a tile.
You can of course make some kind of weighting system so that one person 
pressing 
"land" will not change a sea tile to land, but that is of course even more work.

And when all goes well and we don't f*ck up our climate too much (and not too 
many killer tsunami's occur), the coastline will not change much once 
everything 
is correct.

I think a plugin for JOSM would be a wiser approach. That way you can still 
edit 
easily and have the added security of people having to identify themselves in 
order to upload changes.
