It doesn't go to a tag server, it remains on informationfreeway.org and is accessible under an URL for everyone as far as I know. (I forgot which one though). All it does is provide a .csv list of changes to people willing to process them. There are no actual changes to any oceantiles.dat or .png performed IMHO.
