It doesn't go to a tag server, it remains on informationfreeway.org and is 
accessible under an URL for everyone as far as I know. (I forgot which one 
though).

All it does is provide a .csv list of changes to people willing to process 
them. There are no actual changes to any oceantiles.dat or .png performed IMHO. 
Unless someone processes this change list, no change is ever going to propagate 
to oceantiles.dat.
