The client reads the config files in this order: config.defaults,
layers.conf, tilesAtHome.conf, general.conf

Settings in general.conf override settings in tilesAtHome.conf.  You
can not control what users have in tilesAtHome.conf because it is not
in SVN.  Therefore, settings that need a default value which the user
is supposed to be able to change in his config need to go into
general.conf.
