The client reads the config files in this order: config.defaults,
layers.conf, tilesAtHome.conf, general.conf

Just a small addition: the command line parameters are evaluated shortly before general.conf, so the commmand line can override any setting in config.defaults, layers.conf and tilesAtHome.conf, but general.conf will override even the command-line.
