Do we really need 5 config files plus command line overriding BTW? It's
overly complex IMHO. Why can't people stick their auth info into
tilesAthome.conf for example?

And why is there a need for general.conf? Can't we just supply defaults
in config.defaults (and layer config in layers.conf) and people override
whatever they want to in tilesathome.conf?
