Since there are also landuse etc. amongst those it would cover up part
of the captionless as it is.

Yes, that's another reason I quite like the idea of compositing the maps
from a baselayer and a transparent caption layer.

The current captionless layer should be renamed to
"captionless-lowdetail"

the current caption need not be renamed, but could become
"caption-default" to distinguish from potentially coming caption-de
caption-en caption-te etc.
