I guess such a layer will take somewhat less space than the current
captionless layer since it would have less detail.

Somehow the style switches between z5 and z6 and then between z7 and
z8.  I noticed that with the appearence of international borders which
are far too dominant in z6/7 for my taste.

I wonder how that happened.  Aren't they all stitched from the same
captionless tiles?

It certainly does not have highest priority.
