1 ppm is pretty easy to detect. How about something like a counter and a PC. Use the crystal in the counter as a 3rd opinion. You don't care if the crystal is off a bit. You are just assuming it is reasonably stable. Of course, now you have added a PC to the system. -- These are my opinions, not necessarily my employer's.
