At low frequency, the HC parts should take very little dynamic
current - the big current draw is from biasing gates in the linear
region for oscillators and low-level signal triggering, for example.
Running them at minimum voltage should reduce the current a lot.
Sometimes it's best to separate the linear-biased items and run at
lower voltage, or from a slightly isolated version of the main
supply, via a resistor (and a bypass cap), to limit the current in
case anything gets stuck.
