Rob... Are you and Adam using the same Perseus receiver for your measurements?
Have you looked at another similar type (as in small PCB configuration) and powered (as in from your HP supply) oscillator for comparison? Any 60 Hz ripple on the supply could show up as AM/PM modulation.
