They already are, here are the ones for my own ISP, I have temporarly
loaded all my provider ntp servers that I know of just to show that I
can get very accurate time using only my provider ntp servers, I have
counted at least 6 completely independant stratum 1 time sources for
them, look at the nice delays :-)

The problem is that what would really cost ISPs money is all the meetings
and time their resources would spend dealing with us, setting up customer
support, setting up on line documentation, etc. That's why this initiative
wouldn't fly in my humble opinion. So I say, the servers are there, just
use them, the ISPs will be glad to save on bandwidth without having any
additional money to invest.
I am currently thinking of setting up my own system, but it would have to
piggy-back on the pool.
Here is how it would work. I would fill my DNS with ntp server entries for
every provider, people (or the providers themselves) would be encouraged
to submit their provider ntp server IP into the system.
Basically people would use :
a.mysystem.com
b.mysystem.com
c.mysystem.com
Doing an ARIN lookup on the client IP to find out the client provider, I
would return a ntp server from the client provider if any available.
If no provider ntp server is available, the system would have to
piggy-back on the pool and return IPs from the pool.
Note that this idea would have much more success if it was incorporated
directly into the the current pool system ! ;-)
I am willing to give time if you ever want to go forward with this
concept within the pool project ;-)
NOTE: I changed my web article to :
1) Remove mentions to stratum 1 servers that gave the impression that
stratum 1 is better and that encouraged people to look for stratum 1.
2) Remove mention that using a server without permission is OK if you do
not abuse it. I still say that it is OK to use your ISP servers and show
how to verify that the server is owned by your provider.
3) Modify the examples so that they only show my provider ntp server
IPs and insisting the user should stay within its provider network.
