IMO, I think that iburst should be limited to high-bandwidth servers. The lowest number servers, e.g., 0.uk.pool.ntp.org, have ussually higher bandwidth than higher number servers, e.g., 1.uk.pool.ntp.org. Therefore, I only add the iburst option to the 0th server and let NTP adjust for minor differences between this and better servers. HTH
