No, not exactly.  Each zone gets divided into the 5 sub-zones.   
Within each sub-zone it's then doing the "preference for high  
netspeed servers" thing.   The division into the 5 sub-zones is  
entirely random though.

(When there are less than $minimum servers in a zone then it's just  
duplicated for the 5 sub-zones).
