Hop count is probably more interesting than round trip time. Round trip time doesn't influence NTP, as long as it's symmetric. Each router on the path adds to the risk of asymmetric latency, the wires between the routers don't, no matter how long they are. Another criteria should be the way the server is taken care of. I prefer not to sync to a mail server that has ntpd running. A week of critical observation usually makes things clear.
