If one doesn't like the way odoo works one can build is own SaS offer based on OpenERP with the modules that better fits is needs. I don't see why we should criticise odoo.
About certification: I don see how Tiny could support modules they don't know. So if you want Tiny to support your module it is fair to pay a fee. But if you can assure support to your module why should you ask Tiny to certify it? By certifying you give away control of your module (unless you are member of the quality team). in the case of localization modules how can Tiny assure the maintenance, as regulations change frequently (at least in my country) and they won't be aware of all the changes.
