I would like to go back to my first or second post on this thread... 

Why not offering Odoo for resellers? Tiny could offer the platform as is, and 
platform maintenance, providing support for official and quality modules or 
even not!!...

All problems should be solved with this model. Resellers could have their own 
maintenance quotas for their customers, and pay tiny for using the Odoo model. 
It could be done.

I agree with this and I think each country must have his own localization group 
who manteins localization modules. I don't know even, if tiny would be even 
interested on mantaining localization modules for countries all over the world 
or if it will be possible for them. So, you are right... I don't think it's 
necesary certifying localization modules... but they are critical for us to 
include them on our customers deployments, so we have got a problem here to 
solve.
