When I had these issues in the past, I explained to the IRB that
principals would likely want to know that my study was approved by the
IRB prior to granting approval. My IRB decided this was reasonable. I
was then required to submitt the letter from the principal to the IRB
prior to collecting data.

Not being an expert IRB person, though it seems I'm getting there these
days...

I would think the IRB should let you know that the study is okay as is,
but
final approval is contingent on the letter of support/agreement from the

principal/district. So, review should be able to happen before you get
the
letter, but final approval would depend on the agreement of the site.
This
would prevent you (or the students) having to go back to the school with
a
"revised" plan. Our IRB has a similar requirement for off-site data
collection.

Right now I'm dealing with a similar issue in that I'm completing my
dissertation at one University but collecting the data somewhere else.
As a
result, both institutions want the IRB "approval" of the other before
granting final approval... what I've worked out is that they both will
let
me know that it is "tentatively" approved awaiting on approval of the
other, then I can send that information to both at which point they can
then both say everything is okay... seems like there should be an easier

way, but so far neither IRB is willing to give full approval until they
know the other one says it is okay. I think this is because if one turns
me
down they don't want me to come back and say "well, the IRB at
University X
thought it was okay, so why don't you..." or to think that IRB approval
at
one place implies approval at the other...
