We have to do that with the IRB, which is a big pain.  The IRB will provide contingent
approval, with full approval coming only with a letter on letterhead from the
principal.  It's a double edged sword: you can't get IRB until you get school,
and you can't get school until you get IRB.  But, in my experience, the schools
like to know that my studies have received committee approval, and usually approval
from the IRB person in the department.

But, imagine the scenario where something goes wrong...someone goes looking
through the IRB files and see that, on paper, the PI never received permission
from the school to do the research.  Sounds like trouble.

However, I think the rule that you can't even begin to recruit until you get
IRB approval is stifling.  I've had committee approval for my study since mid-November
and I"ve been dealing with the IRB ever since.
