As others have noted depends on definition of accident
rate.  Plotting accidents/deaths per 100,000 km/miles driven by
age reveals a curvilinear relationship with the highest point
being young drivers and the next highest being old
drivers.  Accident rate by driver, however, remains flat at the
upper end because older drivers drive less.
