Here are a couple of quotations:

The behaviors classified as good or bad andr right or wrong....are due to 
contingencies involving a variety of reinforcers. (p. 113)

>From About Behaviorism

..the behavior we call moral or just is a product of special kinds of social 
contingencies arranged by governments, religious, economic systems, and ethical 
groups. We need to analyze these contingencies if we are to build in which 
people behave morally and justly, adna first step in that direction is to 
dismiss morality and justice as personal possessions. (p. 244).

This analysis makes clear where moral codes come from.
