You can find the assertion in the book Mental Health Policy and Practice across Europe in Chapter 7, p. 149 but they don't cite a source. What they say is that it was developed from rocket fuel purchased cheaply which is a little different from saying it (chlorpromazine) was first synthesized as a rocket fuel.
