Forgive me for being silly, but even it I owned an electric toothbrush, I
can't imagine brushing my teeth in front of, or anywhere else near, the TV.

My understanding is that it (the digital clock jiggle) has something
to do
with the slight astigmatisms everyone has. But I couldn't begin to give a
source for that. I vaguely remember reading it somewhere.
I don't have cable, but as I understand it, there are more images
that
jiggle on some cable channels than on the regular tv. I'm going to guess
that's not what you're asking about, though.
