I'm an APA member, and I got this as well. This is a "Special Abridged
Edition" of _Race, Evolution & Behavior_, which was published
(unabridged) in 1995. This 'booklet' is marked $5.95, and is published
by Transaction Publishers, New Brunswick, NJ.
I had the same questions as Karl ("Who the heck sent me this?"), without
being clever enough to discover the APA connection. Perhaps the APA
would be willing to tell us who they sold their mailing list to?
