I agree with many of the comments about APA style and journal submissions.
As a reviewer, I do comment on grammar and APA style.  I do so because I've
noticed an increased trend of graduate (and on occasion undergraduates)
submitting journal manuscripts as an exercise, I believe, in the process.
Many times, it is obvious that portions of the literature review and the
methods, etc. are written by different people.  So, I comment on those
little issues to make the manuscript better (or at least add integrity to
the peer-review process).

I do not always trust editors at all.  One article published in an APA
journal cited some of my work several times.  In each citation, my surname
was spelled differently from the correct spelling, including the references
page.  Other than just being annoying, it means that should someone
actually want to find the reference, he/she will have to rely on the
auto-correct search mechanism of the indexing database.  And, it is just
sloppy work.

In addition, I think it is a good exercise for faculty.  It reminds us how
our students feel about APA citation.  For the most part, most students
have been exposed to MLA citation because of the their English and Lit
classes.  Having to shift to APA, for them, is often challenging to break
old habits.  So, when you toil over getting the references and citations
correct, remember the empathy.
