+1 RFC9847 says:
Setting a value to "Y" or "D" or transitioning the value from "Y" or
"D" in the "Recommended" column requires IETF Standards Action with
Expert Review or IESG Approval [RFC8126].
Is the intention to go through an IETF-wide last call to make a new IETF
Standards Action?
It isn't clear to me if that sentence is supposed to be interpreted as:

or
