Note that there is some prior art -- for example, we moved the truncated_hmac
extension to Recommended=D with an IESG action (unfortunately, the link used as
a reference in the registry no longer points to something useful).

That said, if we can readily get a standards-action that would make me happier
about having the 'Y' here (but I can tolerate just using IESG Approval if 
needed).
