TLS has always been quite permissive about which algorithms it allowed
people to use, even when those algorithms were effectively duplicative
of existing algorithms.
The statement was about the traditional approach of the IETF as a whole,
not specifically about the permissive approach of TLS in allocating code points.
I have been down this road several times
(e.g., Standards Track RFC 4553  vs  Informational RFCs 5086 and 5087).
