I personally think trying to maintain features in two different
branches is counterproductive.  The heavy administrative overhead will
eventually start to discourage you from working on tmda-cgi.

So, I would only work on (meaning new features) one base of code.
If you don't feel tmda-cgi is feature complete yet, you could only
support one branch of TMDA (probably 1.0.x) for now.  Later when TMDA
1.1.x is further along, tmda-cgi will be as well, and that might be a
good time to do your own feature freeze, and focus on supporting TMDA
1.1.x.
