Tomcat is programmed to look for the dtd in the $CATALINA_HOME/common/lib/servlet.jar. This is how you can run Tomcat offline w/o facing any problems :-)

we put in the web.xml file and ship the application assuming everybody
has internet connection, what is the preferred way when customers don't
have internet connection.
