No file2.war is a brand new Web application. When you start the tomcat it will create file2 and all the proper directory under file2. I don't want to affect user which are using the Web application under file by stopping the Tomcat and restarting Tomcat. Basically I want to deploy file2.war which is a new web application without interrupting users which are using the Web application under file.
