This sounds like a problem with the pcmcia config file, I would take a
look at that section from a newer pcmcia distribution and just edit the
stuff it uses to decide what kind of pcmcia card in inserted, it will
probably work fine once you change pcmcia options to try it as an IDE
instead of a memory card. Almost certainly there is no kernel issue.
