There is not a cardctl, you could build it yourself as I don't think it is
dependent on the kernel version stuff.  The problem I always run into is
that there is only so much I can do with hardware that I don't have... I
have gotten a PCMCIA SmartMedia ide_cs device working under tomsrtbt,
