The SKOS spec says: "The SKOS data model is formally defined in this 
specification as an OWL Full ontology” 

However, OWL Full is an OWL 1 term and OWL 2 Direct Semantics added 
meta-modelling aka punning. So, if an OWL 1 Full ontology only had a “problem” 
that OWL 2 punning handles then, I think that OWL 1 Full ontology fits into the 
OWL 2 DS profile.

I’ve not looked at or thought about any of this in detail until this reply, so 
take this with a grain of salt - but I *think* the specific example is handled 
by punning:

ex:everest rdf:type ex:himalayas rdf:type skos:Concept  rdf:type owl:Class

I’ve not tested that with any tools, just looks ok via an eye test compared to 
the spec text example [1]:

:x rdf:type :Eagle rdf:type :Species rdf:type owl:Class

Anyway, in general I think that SKOS and OWL 2 *may* live together OK if your 
specific use of SKOS Concept, broader, etc. results in cases of *only* OWL 2 
meta-modelling (i.e. no other structure appears that is beyond OWL 2 Direct 
Semantics). 

However, there are imaginable cases where that’s not the case - SKOS lets you 
violate OWL 2 DS with no complaints.

Finally, WRT “is it really an issue” no matter what the specs say => that 
depends entirely on how you are using SKOS and the characteristics of your 
tools. 

If your scenario requires the use of a DL reasoner and SKOS causes that reason 
any problems, then yes … it is an issue. 

If you’re not using a DL reasoner or that reasoner behaves as expected even 
with SKOS in the scope, then perhaps not an issue.
