I tried reproducing this on a crew build, and was unable to, which was good.
So then I installed 0.7.3 and tried again and I was still unable to make it
happen. I tried making a local clone of your test repo and did a few more
commits and still no luck. This test repo only has one directory so there's
only two ways to make a commit, globally or by selecting a file. I tried both.

I think this is a cwd issue from when the hook is run. Can you add debugging
code to your hook to see what directory it's being run in, or more precisely
which repository the hg log command is using (maybe add an hg root call)?

You'll notice that the commit command is given --repository {root} arguments,
and I suspect your hook is not being run from that root.
