On the default branch the changelog tool has a help '?' button on the
filter bar.  It's been my intention to hook this up to a wiki page,
but I'm curious if people have strong opinions about online help being
tied to a web page.

Another option is to add a page to our documentation and then have the
changelog tool open the CHM to the correct location, but this also
requires the user to install the documentation (which is now
optional).

Should we try to do both?
