Good idea for keeping the help up to date!
Well, if it's possible to detect internet connection, you go open Wiki page.
Otherwise, you fallback to CHM help. And the help data should be cached.

On the other hand, mostly users expect that it shows small help tips
(build in app)
by clicking '?' button. So if you open Wiki page using Web browser,
I'll surprise.
Because TortoiseHg uses tooltips for showing help of widget until now.
I suppose we should follow "Principle of least astonishment".

In short: first, show one-line help using tooltip with "Learn more"
link to the detailed help.
Second, show Wiki page or CHM help with fallback
