Removing the capability to launch it from the Windows explorer
context menu?

If the tool is kept it should be accessible as it currently is.

Personally, I don't have a problem if the sync tool is kept for 0.10.

If it is not a problem to continue to support that part of the code as
it currently is, then I'd say keep it.
