OK, so with a non-bus powered drive its probably not power related, the second most common cause is the drive going to sleep. Most drives have some mode where they spin down the drive after a certain amount of inactivity, but some drives go even further and shut down the USB connection. This is very bad for the Touch. Some of these drives have software that either comes with them or you can get on the net that allows you to modify the sleep settings. First is just to try turning off sleep altogether. With some drives you can set the sleep mode so it just spins down the platter but leaves the connection intact.
There are of course some simple things to try like a different USB cable, once and a while you CAN get a bad cable or loose connectors that can cause these sorts of problems. Its not completely unheard of. Just last night I had a USB device connected to my laptop and it kept on disconnecting. Any time the cable was jostled it would drop. I had to use a different cable and everything worked fine after that.
