Are you running wifi to the Touch? What you describe are common symptoms
of interference on the wifi connection. 

Just to test this out try connecting the Touch to the router with a
wire. (if its not close, move the Touch near the Router, this is just a
test, not necessarily the permanent solution) 

If it works with the wire you have two choices, figure out how to
permanently wire The Touch to the router, or try and improve the wifi
connection. If a normal wired connection is not possible you might want
to try one of those homeplug devices that run the network over the house
wiring. Many people have used those very successfully with a Touch. If
you don't want to go that route you can try optimizing the wifi
connection. The orientation of antennas can be very important, try
rotating the router or Touch, moving things around a bit etc. Also see
if there is a source of interference that might be causing the problem.
Microwave ovens can be particularly obnoxious with wifi (they use the
same frequencies). You can also  try changing the channel on the
router.
