I don't use the built-in server + USB drive with my Touch. For a lot of reasons I prefer using a separate external server, which I put in a different room. Most of those who use the built-in server recommend using an external USB hard drive _with_its_own_power_source_, rather than one that is powered from the USB bus. The Touch provides the amount of power required by the USB specification, but a lot of portable USB drives require more power than that.
As for the intensive disk activity, that should only occur when TinySBS (the built-in server software) is scanning your music collection. It should only need to scan when (a) you are first setting up the SB, (b) you add new tracks, or (c) you ask it to scan.
